With the introduction of safety regulation and the requirement for comprehensive Safety Management Systems (SMS) by the International Civil Aviation Organisation (ICAO) by January 2009, a large number of International Aviation Authorities relaxed the full implementation date on the proviso that operators could be "seen to be working towards" implementation, with a requirement to show full implementation in or around early 2011.

This was to allow Air Operators Certificate holders the time to either create their own system internally or alternatively, research the market for suitable "off the shelf" systems.

We are currently approaching the half way mark of this "grace" period and are therefore seeing an upsurge in interest in commercially available SMS products.

Any operator who has tried to implement a fully functional and effective SMS from scratch will know the significant amount of resource that has to be allocated if it is to be done properly. These resources include, additional staff, hundreds of man hours in system design and development, purchase of hardware to assist in the running of the system, training of those who will be required to use the system regularly and finally expensive consultancy services to ensure that what you are creating meets regulatory requirements. All this takes valuable company personnel away from the core needs of the business.
